Russia is a horrible place, and obviously the store is well within the realms of possibility anywhere on the planet. There's just no reason to believe it actually happened.

If Russian laws do not currently ban this, they're technically supposed to be updating them. Unlike the USA, Russia is a party to the UN Convention on the Rights of People with Disabilities. Not every country that ratified it has been really good about it. But most have. Even smaller and poor countries like Paraguay and Guatemala have passed new laws. Guatemala even redesigned a bid for mass transit in the capital to make it accessible because they didn't want to look bad putting up something not accessible right after signing the treaty.

You know who absolutely will not have any issue with a kid looking like that? The other kids in the nursery. Mild curiosity for ten minutes and that will be that. There are far weirder things in the world of two year olds than other children with different shaped faces - or skin colour, for that matter. All those fears and hatreds are instilled by us adults and we should stop doing it, now.

Yeah, 5th grade may be tough but one thing I've noticed from my little kiddos is that they absolutely don't give a shiat what other little kiddos look like, smell like, sound like, or whether they have any special needs. It's a shame we teach our kids (perhaps simply by omission of a good role model) to be such a-holes by age 10.
