So they booked a room in a hotel that had precisely zero customer reviews and ratings, in a foreign country through a third-party site. Some someone who claims to "run a B&B", you'd think they'd know just a little bit better.

Alright, I'm going to shamelessly thread jack for a minute:

Every time someone posts an article from the Daily Star I click on it and get the obligatory cookie disclosure that asks me to either "manage" or "Accept." Every time, EVERY TIME I click "accept" it sends me to the manage screen anyway. If I open the same link a second time and hit "accept" it accepts. Am I alone in this problem or is the Daily Star that farked?

Does booking.com have some magic protection against that?

Probably, which is why I prefer to book with hotels and airlines directly instead of online travel agencies.

They were even given the money for the added cost of the other hotel so their stay was still paid for, so they probably got an upgrade for free.  Chargeback is only when merchants don't want to do the right thing.

Before that, their new room was booked by the concierge of another hotel and 'Christine tried to contact Booking dot com, who had arranged the stay, but says she was "passed around from person to person" without making any progress.'
