He is right in that this isn't exactly a conflict of interest. He can be a republican, support the president from his party and chair this committee. That's how it works.

But he's also an ahole supporting a president who claims that if an FBI agent is married to a democrat or if a judge is Mexican, those are conflicts.

It's like they can't get over the fact there's never been an indictment after more investigations than I can even remember. Meanwhile there was one into trump, which resulted in jail time for a number of people with a minion hiding the results of the report, and we get this sentient pile of mashed potatoes demanding another investigation into Clinton.

It's hard not to imagine hard right conservatives standing around in a circle with their pants down, masturbating furiously while shouting "CLINTON! CLINTON!" It's like they can't get off unless they serve this particular fetish.

So. Probably totally unrelated, because I'd hope that politicians know how to lie convincingly, but there's a great video out there by a Ms. Carnicero about how to detect when someone is trying to withhold information. Most (honest) people don't want to lie, so they have various quirks, one of which is managing the perceptions of the questioner. Instead of directly answering the question, they give a ton of information that's supposed to speak to their character, so that the questioner thinks it's silly to ask such a question of such a "good" person. It's not a 100% lie detector, but it's very illuminating.

Contrast this with Graham's exchange above:
Questioner: "Did you steal money from the till?"
Thief: "That's insane! I would never try to hurt the company. I come in on time or early every day. I wasn't even supposed to be here today! I came in on my day off because the company means so much to me!"
