It's a pyramid scheme to sucker investors/taxpayers.  It will fail like the ones before it that failed.  A few people will skim some money, maybe file bankruptcy, retire on their yachts.

With a little luck the bikees will take out the scooter dinks.  The homeless folks will salvage both and make electric shopping carts out of the parts.

I guess this was an SNES thing? I played Populous on my PC back in the day (89-90) when I was stationed in Okinawa.

Those graphics certainly weren't in the original Atari ST version. It could be a modified game.
