When a disease like that hits a refugee camp, THEN we'll have a serious issue. Like Kenya, where there is a permanent refugee camp with over 230k people. No way they'll be able to contain it, and no way to stop all the infected from fleeing the area.

Bubonic plague has an incubation period of 2-6 days, and once symptomatic, takes another 1-3 days to possbly kill you.

Pneumonic plague on the other hand, which is airborne and attacks the lungs, has an incubation period of less than 12 hours, and once symptomatic, you are dead in under 12 hours.  Unlike its little brother bubonic, it doesn't fark around with this idea of maybe killing you.

So, you have less than 12 hours to realize you are sick, get diagnosed, and get treatment ... and have time for the IV antibiotics to take effect.

I dont know about the countries in question, but around here, you'd drop dead in the hospital ER waiting for a doctor to see you.
