They should have also been handed several thousand hours of community service at a soup kitchen, food bank, or homeless shelter. Taking money away from them only bothers them a little. They can always make more. Take their time away, but not incarcerate them, and make them spend time with people that they look down upon, will deter them. There is also a slim chance that it could rehabilitate them a little.

\an Angstrom thick chance, but still a non-zero possibility.

Well at least the Feds are removing stress tests from the banking industry.  We'll call it a wash.

Pretty neat trick.
The Department of Defense or the Department of Housing and Urban Development could use a couple of savvy guys like them.
