I'm going to spitball here, and say that both knew exactly where the pollution was coming from, and who was responsible, and that folks took a sizable chunk of change to ignore it.

It's not hard to guess if you live around here.  Just about every oil and piping and machining and etc. contractor around here has a yard that looks like complete hell.  But that's probably not what they are concerned about, they're worried about them finding something wrong with the sites that have big ass headquarter buildings in downtown Houston.  Hell, Echo Station (Enterprise Products) is *walking* distance from the two jets in that pic - I'm not saying Enterprise is purposely polluting anything but I'm sure they're worried about NASA detecting a post-Harvey plume of shiat off their yard.

And worse (and back on the smaller operations), Harvey probably presented an easy way for people to get rid of stuff they were going to have to properly dispose of or dump with the risk of getting caught.  Some of these sites build up stuff over time and it is costly for the processing/removal.  Along comes a flood and you can just dump it in the runoff.  There's no telling what kind of shiat got washed out into the bay.

If other Apes had the capacity for agriculture (which leads to stockpiling of resources and thus population growth beyond the natural equilibrium) and the ability to produce weapons above the level of sticks and pieces of bone found on the ground, they'd definitely be killing each other with gusto. I know this because we are apes who have developed those things, and that's what we've done to each other throughout recorded history.

Texas would just declare independence from Mexico again though. The current Mexican government is hardly more functional and capable of projecting power than it was the first time.

Don't be stupid, the wall might as well run all the way along the Mason Dixon line and then south between Texas and New Mexico. You may want to keep the East coast beaches. That takes care of a huge chunk of the deadweight states. Repatriate the NASA centers from jesusland (stennis, Marshall, jsc etc.) Boom everyone's happy. The theocrats can have their conservative Christian kingdom, Americans can keep the liberal democracy and move back forwards into the future.

The bay is monitored separately, like the ship channel. The ship channel has been shutdown in spots for sheen coming from bayous. It's amazing how quickly they find the source of the sheen when it's impacting ship channel traffic.

They usually know where to dump illegally as to not get caught.  Years ago, I was going for the flounder at San Luis Pass, before they built the condo when you could get to the old water treatment plant.  Someone had dumped an ass-load of something in the bay right there.  Any liquid had been pulled away and it left this weird light black and white and flaky solid behind.  I never found out what the hell that was but it was obviously dumped at the old water treatment plant (it was in the bay out to 100 yards and 100-200 yards either side of the old plant).
