95% of what comes out of Trump's mouth is typically not what  President would say in public.

And half of what he does.   I mean, seriously, can anyone find a photo of ANYONE else hugging a flag before 2016, that isn't just someone getting ready to lift it up to carry it (even most times someone would carry a flagpole, it wouldn't be a "hug" motion anyway).

This is no surprise.  Trump hasn't cared about the law - except using it against someone else - for decades, if ever.  Laws are for little people, not for him.  So no, he doesn't care about law or the Constitution.

He is using doublespeak to say that the wall and being safe is more important the constitution. Well, I didn't take an oath for security. I took one to support and defend the godamn CONSTITUTION that he wants to throw in the trash, and when he opposes the Constitution, he is saying he is no longer supporting HIS oath of office.

Actually it might be an unconstitutional delegation of power.

The legislative branch cannot delegate legislative functions to the executive. This is the bedrock on which our administrative state is built.  The executive branch can promulgate regulations to carry out legislation passed by the congress, but it cannot legislate.  There is a long line of SCOTUS precedent that has developed on this subject.

This really seems like a legislative function - allocating money for what amounts to a wasteful infrastructure project - over the clear objection of the legislature.

I speculate that it would likely be constitutional if the President did not have veto power over the revocation - if Congress could override the declaration with a simple majority - but it doesn't, so it will likely get struck down on those grounds.  However, even with a ratification clause without executive involvement, I wonder if it is still not an unconstituional delegation.
