The problem is every teeny suburb has it's own police force. A chief making $200K, officers making $80. Little or no oversight, lots of power.

We should do like Los Angeles County and let the sheriff take the bulk of the territory.

Well, the LA sheriffs department has for decades been known as a hotbed of corruption and police violence, so maybe that's not the best comparison, but I get your point. But that would also reduce the patronage that can be handed out in these towns, so that's basically a non-starter for them.

My little town had a scam like that.   On two days a week, there was no overnight parking because they would be sweeping the streets.   Of course this was on the main drag for bars/taverns and fishermen who would be gone overnight.  It was a racket that finally got busted.   Incredibly, the same street is just as clean as it was when the street sweeper came though.   The towing company had to go out of business and lo and behold, they also had a little superfund site going.

A Pitchess motion, allowing for defendants in California to access police records when they allege misconduct, it literally named after a former LA county sheriff under which the department was famous for its brutality. There have been actual race-based gangs operating within the LASD at least since the 70s. Earlier than that, several deputies were once arrested in klan robes robbing a place, and it came out that the sheriff himself was a klansman.

The city allowed the business to operate despite knowing that acts of prostitution were taking place there.

Dirt poor city where the police department is undermanned, undertrained and underpaid and the city government is corrupt to the core. Not surprised they've got problems.
