Yup.  It's called "shouldering" and it's been going on for as long as navies have enforced territorial waters

My father worked for the Navy doing "oceanographic research" from the 60's through the 90's.  Coming back to port with long, grey rub marks was a point of pride for them.

While I was a qualified OOD and pretty good ship handler for a spell, we submariners never trained at any of this stuff.  I guess I should ask my friend who just finished a DDG command tour about it; he'd definitely know how they train on this.  I bet UNREP maneuvering is basically the same except you don't assume the Oiler deck officer is hostile, lol.

To be fair, ships HAVE NO BRAKES.

Imagine that 18-wheel trucks had no brakes - just engine braking. Now imagine the carnage on the highways.

I had a Chief (E7) instructor at dive school; he entered the Navy as an E-5 (he was a tool and die craftsman, and those type of rare skills can jump the line in certain cases) 20 years ago.  I asked him "Chief how did you only advance twice in 20 years?"

"Twice?  No, sir.  I've been promoted six times!  It's those damn demotions that kept getting me!"
