Depends on how the expressions are generated. If it requires only text input, I think it qualifies as an AI.
If the text says something like "Good Morning <smile>. <bow> I am an AI <shrug shoulders>" it's a puppet.

I just glued my iphone to the toaster, bam, AI. It's already learned that the toaster is hot and will destroy it. So, I assume it's working on a plot to destroy the toaster first. More advanced iphone/ toaster hybrid AIs will hopefully learn to live in peace.

Puppet, from the looks of it.
They'll probably want to put a foreign face on whatever "local news" or agitprop they broadcast from Beijing. With artificial talking heads you can broadcast an unending stream of material without worrying about one of your faces getting woke.
