The intricacies of the call are over my pay grade, but I'll be damned if it doesn't have the stupidest-looking hand signal of any infraction.

Doesn't really matter. In college football there's no down by contact rule. If any part of your body other than your hand or foot touches the ground, you are down.

I get that, it was just an awkward thing to do mid-play.  I'm not excusing the defender at all, just pointing out the confusing thing the quarterback chose to do.

Why yes, yes they are.  But, this is solely on that miserable PAC-12 conference.  This is independent corruption.  It's like the PAC-12 is trying to grow up or something.

It depends on what team the player doing the targeting is playing for and/or what team the player being targeted is playing for.

If a defender on St. Mary's School For Blind Deaf-Mutes sacks Alabama's quarterback, you can bet your bottom dollar targeting will be called no matter how clean the hit; but if their quarterback gets clotheslined by an Alabama defender after passing, the refs will look the other way.

I agree that he probably slipped. Or looks like he slipped. Very awkward kneedown if it was intentional.

Had one in the SDSU vs. Boise State game too. Flags thrown...defender leads with the crown on the helmet and hits the QB in the helmet...officials pick up the flag...review booth doesn't review. 

Textbook targeting, but not called targeting.
