Depends on who is doing the transporting and whether or not they are a danger to themselves.

When I had to take a trip to the funny farm, they didn't shackle me, but there was a rather burly looking EMT in the back with me to make sure I didn't get into anything I shouldn't have.

Yep.  Because not only are some people a risk to law enforcement, they can be a risk to themselves and other patients.  And if they were off their dosing schedules, and maybe had a previous gripe with each other, restraining them was a prudent thing to do.  Like separating fighting kids by sending them to separate rooms.

What was stupid was trying to drive in flash flood conditions.  Words have meanings, flash meaning not slow and easy to avoid.  Not only should the cops get in trouble, whoever set up this scenario of waiting until too late should also be on the hook.  Maybe the mental facilities, maybe the cops' supervisor, maybe the crew that didn't block the road, but someone besides the transportation crew needs to be held accountable.

I would wonder why mental patients are shackled in the first place, in NY that's a huge no-no unless they are convicted felons with flight risk or violence risk. Though given its deputies and not hospital staff maybe that's the case...

But I see that this is South Carolina. So how were they were shackled that wouldn't qualify as cruel and unusual? Legit question since I don't live in SC. Plus the positioning of the deputies. If one was with the patients in the back, then they have a lot to answer for leaving them behind.

Heck if both were in the front, then someone should catch hell for not being in direct hands on distance with the patients.

A Border Patrol agent was just arrested for being a serial killer - is the rape scenario really that far-fetched?

Given they were being transported by sheriff's deputies, they may have only been 'patients' in the sense of being held for evaluation so, in many situation yes, for control purposes. There's 'sitting in the corner drooling while talking to psychosis induced imaginary people' mentally ill and there's 'actively trying chew out the throat of anyone nearby for the purpose of bathing in their blood' mentally ill.

This should still never have happened.

I'm pretty sure when a van is floating going around back and opening the door is a bit more difficult than it sounds.  And I'm sure people who needed to be shackled will do just fine waiting on the top of a car while nature tries to kill them.

Also, the van is underwater at the moment along with the bodies, so we aren't talking about a minor flood here.

That was not my first thought, but among the first few. I must be a really sick puppy, or possibly just a woman wondering why two chained up women were left alone with two male officers in a place where any cameras or evidence could just float away.

The simplest explanation, however, is that they're just extreme farkups who failed at their job.

In NC McLeod Centers are outpatient drug treatment centers. There is a lot of them, and why were they shackled coming from a mental hospital? That is not okay in the least. So many questions! And the answers better be really good.

It's possible that they were trapped in wide spread flooding, not in a low water crossing, and could not avoid the flood waters.  You may have heard some reports of some unusually heavy rain in the Carolinas.  There was even some reports of flooding in the area.  You might have seen pictures
