Is he running at the highest point on a plane bisecting the earth's axis of rotation at a time such that his velocity vector is parallel to that point on the earth's tangent velocity vector about the earth's axis, and the earth itself's tangent velocity vector?

Are we assuming the difference in velocity of all individual humans relative to center of galaxy rotation is negligible?

Are we assuming we are the only human population in the universe?

Then probably.

I think that honor still stands with the Apollo 13 astronauts. Falling towards the Earth for three whole days will get you going pretty quick.
