Since it seems many quarterbacks prefer their footballs a little on the under-inflated side, why not consider a rules change that would allow it for everyone?

This wasn't intentional. Tomlin doesn't watch the games until Monday/Tuesday film session. You can tell because game plans that don't work in the first half aren't adjusted for the second half.

He literally had no idea both that his foot was on the field and that the ball was in play.

Sounds like the ball developed a leak. If they discover the team did it deliberately, then by all means punish them accordingly.

And no.  Deliberate is not a factor.  Per US Courts , The NFL has free reign to suspend whoever they want whenever they want.  So, you know, watch out for that backup quarterback.

Now, the rational comment: rules are rules. If they broke it the player should be suspended and Tomlinson should at the minimum face a fine. Acknowledging that it is preseason and that it involved players to be cut first the punishment should be firm but not completely stupid. It's not like it was the playoffs or anything.

No. The U.S. Appeals Court decision affirmed the NFL's right to take full advantage of authorities granted in the CBA. Want to argue the CBA is shiatty, I will be right with you.
