In a nutshell, underfunding makes a bad system. Properly funded makes a good system. This is public transportation, along with utilities, in general. Problem is no one wants to pay for it.

You have users who have no inkling of community pride.

It's cultural. Compare, for example, the Japanese subway system which is spotless, on time, and safe. It's not just the money spent on the system, but it's the care that individuals take in keeping the system clean and safe.

The problem is the mentality.  You get people with that mentality thinking "It's not *MY* subway, so I don't care if it gets a little messy" or "It's not MY job, so I'm not going to clean it up a little".  That's why you need to have public funding so there are actual people who will keep it clean and nice.  People also need to vote yes on bonds to upgrade systems every few years so it gets upgrades and keeps up to date.

I'm shocked at how nice the new cars are.  They're clean, comfortable, and have digital maps which tell you where you are on the route.  I urinate in them all the same, but they're nice.

I was in NY last week, and I actually found the subway system to be just fine. The new cars are very nice, I rarely waited more than 5 minutes for a train, and for $3.00 a ride in a city that expensive, who can really argue?
