Scratch offs ready to be sold are activated.  Here anyway, just hand cash, they hand over ticket.  Nothing else done, except the clerk registers the sale.  Although, it isn't hard for them to report those specific tickets as stolen, and every store around can bust them when they try to collect the winnings.

Don't they have serial numbers on scratch off tickets, so they can just look at the sequence and see who claims the winners in that sequence? Or is the lottery not that sophisticated?

Also, they was some god awful dancing.

That's sign of someone with a bit of knowledge of how things work.  Given enough time, the store could've reported the tickets stolen in the system, and they would've got caught when the tickets are scanned to double check the winning amount.

Random dancing is actually something I've heard cops talk about looking for - as in "You see a guy just randomly dancing for no good reason, odds are you need to see what's up."   Sometimes you just have some happy dude that feels like dancing - however, it was apparently often caused by their interest in the pharmaceutical field.  Shocking eh?
