I remember my white- trash neighbor being astonished by this fact a few years ago.  There was a sprawling community in a nearby woods called Tent City that was set up by about 200 homeless people. They'd been there for 3 years. Neighbor was honestly aghast and surprised to learn that all of them were white. Then nearly had an aneurysm when presented with the fact that most welfare recipients (and she was pretty much on the cusp of qualifying herself) were white.

She eventually took comfort in the ratio numbers; i.e. a larger percentage of minorites were on welfare. Somehow, that stat have her the perch she was looking for to continue to shiat on welfare recipients.

One reasonable explanation could be that Trump believes (or at least, believed two months into his term) that black Americans have separate congressional representatives than others, and that the Congressional Black Caucus is akin to a "second Congress" which represents black citizens and legislates for them, or possibly lobbies on their behalf somehow. This would explain his surprise that a black Congressperson could have non-black constituents. It would not surprise me if he had never heard of the Congressional Black Caucus before the onset of his meeting with them.

Perhaps he believes that the word "caucus" is "urban slang" for "Congress".

It's not. However, it makes some sense, since Trump clearly believes that his only constituents are those who voted for him. He probably thinks only blacks would vote for a black congressman. So the whites in the district aren't really his constituents.

/That or he really does think that there are all-black districts. He really is pretty ignorant and stupid.

He thought that the traditionally black colleges only admitted black people. But in all fairness, a lot of white people also think this

His confusion wasn't about welfare. It was that the Black Congressional Caucus had some constituents who are not black. He assumed their caucus was only interested in black issues.
