Author is not a procrastinator. He tries to end his procrastination by scheduling a total of sixty nonproductive minutes into his workday. Like a real procrastinator would ever waste such a piddling amount of time. It's like a guy saying he was a serious alcoholic because he drank two beers a day but is cured because now he's maintaining at one per day.

Uh...spending a bunch of time scheduling down time into your schedule(instead of working) is like treating your alcoholism by only drinking beer.

So, 30 minutes to procrastinate in the middle of the day, and then short procrastination periods in the morning and afternoon.
Those are what we used to call breaks.
In the old days before companies expected 24/7 email, texts and phone calls... that sort of thing was normal. 10-12hrs of work was considered more than enough.
All this new technology and access and smartphones are killing us.
