She came out against the repeal of the individual mandate without a larger repeal/replacement passing. Gives her room to agree to vote on it if they drop that provision.

Okay, I want you guys to consider a scenario for a second.

Imagine that I give you money and expect you to give me something in return.  Instead, that person simply decides they are not going to buy me the alcohol.  Now obviously, for those of you in law school, you know that I would sue for damages and I would win.  The contract was breached.

This is pretty much what is happening in the United States Senate right now, and if this is going where I think it is, this could be the biggest settlement in recorded history.  Hundreds of billions of dollars to G.E. and Disney and all the other countless companies which gave money to American politicians, in return for the tax cuts.

If I was a corporation right now, I would be absolutely furious.  There is no excuse for this.  The system is not working as intended.

She's not against it.
She's just saying: maybe we should mitigate a wee bit of the damage we're about to do to the healthcare  exchanges by protecting the CSR payments at the same time.
The bill is already written and (as far as I know) has enough support to pass, McConnell just doesn't want to and Murkowsi is bargining for it.

Has to originate in the House: the Freedom Caucus opposes it and Ryan will not bring it to the floor.

Murkowski is trying to use this as leverage to get the House on board with it but making the tax bill contingent on it passing might lead to some Democrats change their mind on supporting it (GASP! Hypocrisy? Yeah, politicians sometimes change their mind based on external factors.)

This is now their "best" outcome.  They pass this monstrosity, and Pence walks away with blood on his hands.  A "Victory" for Trump that tangibly ties Pence to the administration.  If Trump goes, Pence takes over and has this albatross around his neck.  And other metaphors.

Alternatively it's just another run-of-the-mill failure.
