I kinda wonder if this is a common enough occurrence that they actually needed a rule about it.

The horse probably laughed about it back at the stables after the run.

I worded that poorly. To the best of my knowledge it is unacceptable In most of the world these days, it was an 'old guy' thing that most people really didn't like 20 years ago when I last had much to do with horses.  Like anything else to do with horses racing horses got the worst of it.
