Very weird this should be reported now: the lead editorial in this week's New Yorker noted Nixon's use of this strategy, in particular, Operation Giant Lance was referred to. See wikipedia on this operation and under "Madman theory".

Aha!  This explains what everyone means when they're saying "the president speaks for himself" - they're portraying him the way he's asking them to.  And portraying him we'll, so convincingly that it's almost like he's a deranged lunatic.
