Barry Seal was never in the employ of the CIA.  Ever.  He worked for Pablo Escobar, and then the DEA while still smuggling for the Medellin Cartel.  The only CIA involvement was the installation of cameras on his aircraft while he was working for the DEA.  It appears to have been either a "piggy-back" operation, or merely technical support, or most likely a combination of both.

Yeah, and in spite of that there wasn't a string of duds.  He did that Oprah shiat in 2005 and followed it up with War of the Worlds, MI:3, Valkyrie, MI:Ghost Protocol, Jack Reacher, Oblivion, and Edge of Tomorrow over the next 10 years.   The only duds being Lions for Lambs and Knight and Day.   Even while he was keeping his head down after Oprah he had his tiny part in Tropic Thunder, which was the only good part of that movie.

Most actors would kill to have a shiatty run like that.   Hate on the weirdo all you want, his career has been one of the most solid in Hollywood.

You serious?   Sure the guy is a huge tool but look at his IMDB page, its pretty much solid hits from 1981 to present.   Unlike most actors, even great ones, where there are large swaths of crap, stuck in a franchise rut into its descent into direct to video,  voice acting bits and the like Cruise doesn't have a gap of more than 1-2 years of no work or stretches of multiple clunkers in a row.

Can't believe I'm defending the guy cause he is weird as fark, but his career is pretty hard to disparage.   Hard to find many others with such a hit/miss ratio.
