Couple things that could make that problematical....ships have to be far enough away from shore in deep enough water to effectively make water.  That means logistics and distribution of the water in sufficient quantity very hard.   Navy did try it from a carrier in haitu

Next time we have an election and are given a choice between Giant Douche and Turd Sandwich, we will know to step up and say "Oh...nope....wait a minute. You guys remember what happened last time?
