Next Tuesday. Nearly two weeks after the catastrophe, and well after a visit by him would've had any meaning.

He wants to go someplace where he can avoid any real inconvenience, stand on the work others have done, proclaim himself great for having done it, have photos of his triumph taken for posterity, and leave before anyone can ask him any questions. He'll later brag about the size of the crowd, and then mock any Puerto Rican who dares scream angrily at him for his sham.

Y'know, like he did in Texas for Harvey.

- Ignored the crisis in Puerto Rico for days, preferring to pressure the NFL into punishing employees for free speect;
- Grudgingly mentioned Puerto Rico, but only after Clinton mocked him in public for his inaction;
- Finally decided to visit Puerto Rico, but only two weeks later, well after folks have prepared for him a VIP location where he can appear, enjoy a photo op, say something stupid, and disappear.

FEMA can request US DoD assets and requisition them as long as it doesn't effect readiness levels. 

However there is still an issue of access. As I posted in another thread, apparently the ATC system in PR is a mess as well. Naval assets may be stretched considering there have been 3 separate hurricane events in an extremely short time frame. What they need most is electricity and hospital evac, but without the ability to maximize airlift abilities I assume there is a bottleneck.

I have no doubt the DoD is doing some of the lifting, but an EO/directive from the executive or guaranteed funding for the relief efforts from Congress would make the process faster.

The foot dragging is a deliberate crime. There was a lot of racism in NYC in the 80s towards Puerto Ricans and I think Trump's brain is stuck in the 80s.
