Can you tell if your nipples pop out?

I had a girlfriend who explained to me that women can't tell if their boobies poof out above their ill-fitting bra, or if their nipples come out over a shelf bra. I'm not trying to be weird or anything here, and not trying to be funny. What is the correct information here?
