They? Both the state legislature and Congress have to agree. The state's held referendums several times, and a few of those had majority support for statehood. Congress has never even held a vote on PR statehood.

New states may be admitted by the Congress into this union; but no new states shall be formed or erected within the jurisdiction of any other state; nor any state be formed by the junction of two or more states, or parts of states, without the consent of the legislatures of the states concerned as well as of the Congress.

Helicopters with speakers, Bullhorns and cars driving around.  These dams can unzip quickly once the cracks develop so they need to get moving to get people to drop everything and run for higher ground.

Reopen Rosie Roads as a full fledged naval station. Start from there and bring in the Sea Bees. That's probably the best course of action for helping Puerto Rico right now. You have to start somewhere and there's already some infrastructure (presumably).

I am in Florida where we were without power for 5 days. They are saying it could take 6 months to get power restored to the island. They had enough to worry about without the dam troubles. It's tragic :(

You may not realize this, but mathematically, "[not] much" and "nothing" are INFINITELY different. As far as language goes, one could argue the same: they have two TOTALLY different meanings.

Here, I'll help you:

I don't see the word "nothing."

I'd also argue that "much" is a relative term, and I'd ALSO argue that Weaver is absolutely f*cking right that we aren't doing "much" for Puerto Rico. Our Navy isn't even doing "much" to keep its current servicemembers from being killed due to complete reckless abandon.
