I disagree. Kim has surrounded himself with a bunch of psychophantic yes men who are afraid to oppose their boss because he'll retaliate against them. Whereas Trump has surrounded himself with... well, hell

The EMP effect from a nuke is caused from a high-altitude burst basically on the edge of space which saturates the earth's magnetic field with radiation. A ground-level burst isn't going to do that. If there is an EMP effect at ground level, the heat, pressure, and radiation kinda make it moot.

High altitude bursts are at least very pretty, if you don't think about the consequences:

I know what an EMP is and the science behind it. There has been recent research that indicates it may not be as much of a nightmare scenario as once thought (its direction and area of effect can depend on the magnetic field lines of the earth, for example).

If they do this, we have far better sensors available than were available when last there was an airburst. So, we might get new data that will tell us more about the potential effects.

Yep, that's true. My assumption was really that they'd go for a more low-risk burst at low altitude. A lot of things have to go perfectly for a missile like that to hit the right altitude and detonate on the first try, whereas they've had plenty of practice bombing the ocean for years :)
