It's probably both the money and the reduced access.

He got the title that sounds like he'd be in charge of the White House Operations.  Turns out he's in charge of opening the door for the President and carrying messages to fire people.  His rise to the top didn't go very far and for a lot less money than gooning for rich folk in NYC might pay.

According to his statements, it's the fact that government pay sucks.

But really, what the hell does a body guard actually DO when a person is under 24/7 secret service protection? So the pay was probably great for actual effort undertaken.

It appears he enjoyed having exclusive access to Trump at any time for any reason, and Kelly put a stop to that.

People tend to feel slighted and insulted when their privilege is checked. He probably quit due to bruised ego.

Usually the White House has a huge office space crunch, where if you're anything less than a senior deputy whatever you're rubbing elbows with the other rifraff - I get the feeling that in this administration office space is so readily available they have freshman interns from Iowa state in private corner offices.

I'm not an expert on anything really, but I'm a little skeptical here.

I've owed the IRS money for unpaid taxes before. There is no "suing" necessary on their side. They simply tell me I owe the money, and then proceed directly to taking my money.

I thought the current process was to have Y claim to a journalist that X was fired. Then when the White House is questioned on it, they use the "Well he's not NOT fired" explanation.

A lawsuit with the IRS haps if the case involves any dispute as to whether the taxes are actually owed or not. If you filed a return (or the IRS filed one for you because you didn't) and didn't pay the amount owed then yes it goes the way you describe.
