Donnie has already reached out to house leadership to include funding for his wall to the debt ceiling / Harvey funding bill. A copy of the bill will be presented in a tasteful silver bowl to all members. Harvey funding must be $80 billion min.

They want to be able to vote for Harvey aid.
And then a month later, they want to also be able to vote against the debt ceiling, which is how the Harvey aid will actually be paid for.

They don't want to seem like Mr. Pink, so they'll leave a dollar on the table.  But only if they're also allowed to walk back in because they 'forgot something' and grab all the tips off the table before the waitress can bus it.

I actually agree with the concept of keeping the legislation separate.  Unless everything is related (budget, military spending, relief, tax reform, whatever), everything should get it's own bill.  Granted, this asshole wants that to make sure they can fark over the entire country instead of just Houston.

Spending reforms is the kind of thing you address when you make your budget each year.  But since you guys never make budgets anymore, what the fark do you care?  In this case, you've already spent the money, you just have to write the checks, so spending reforms wouldn't have any benefit anyway.

Sadly, no. It serves a political purpose. At best, it lets minority congressmen shake their fists at the White House for their constituents, and it preserves a specific "power of the purse" to Congress. At worst, it lets would-be populists make their political name. There's no motivation to eliminate it.

Except these are related. Authorizing funds to be used for certain activities and authorizing the government to obtain additional funds are 100% related.

In fact the debt ceiling is directly related to basically everything Congress passes.
