If overridden, Trump will again complain about the "arcane rules" he couldn't possibly understand and say that the whole system needs to be torn down so that Congress doesn't have any power.

It's a calculated move for his Russian handlers. He vetoes the bill, Congress overrides, he tells Putin that it isn't his fault and avoids sampling the Polonium Tea.

Nah.  If Trump stuck with the bluff (he won't, he's incapable of focus) he'd suggest "tougher" sanctions of allowing them to sell more oil, "because it means they'll have less reserves stockpiled, thus making them weaker!"

If Congress goes into formal recess and they pass the bill less than 10 days before the recess, Trump can pocket veto and the bill is dead. Congress would have to start over and pass a new bill.

Objectively, I dislike the idea of these kinds of bills that cuff the president in dealing with sanctions without congressional approval.

If you think the President is supposed to generally deal with foreign affairs AND think a President needs to be able to impose and remove sanctions quickly as part of the process, then these Handcuff Bills are bad policy.

Otherwise you leave a President able to use military force more easily than to impose economic sanctions.  That's weird and wrong-headed.

But then you have Donnie Two Scoops.

Normally the president would sign something like this and then kneecap it later when no one's paying attention anymore.  Has he even appointed the person at Treasury who is supposed to enforce sanctions?
