Morning for me, it gets me going for the day. I also enjoy long walks on the beach, regardless of time of day.

Whenever you can motivate yourself to do it.  There's no reason to optimize your workout.  Whenever you CAN do it, do it.

Yupppp.  Some are better than others, but really, the only bad workout is the one you don't do.

I've discovered the joy of 'run commuting' now that I work and live in the same city for the first time in my professional life. Thankfully, I have an office with full locker and shower facilities so I have the choice of the morning or the evening (or, actually, both, if I bring a change of clothes.) I definitely put in my vote for morning workouts. At the end of a long day a workout is the last thing you want to do, especially if it's standing between you, dinner, and sleep, and you've got a family that treats you like a monster for getting home after 6:30 as it is.

I found I won't work out nearly as often if I have a choice. The fewer options I give myself, the easier it is, so I just go with a strict schedule.

Has to be mornings. Evenings should be spent on everything else, but mornings should be "you" time.

For me, during lunch during the week.  I'd like to start walking the dogs in the morning instead of lunch since it's getting hotter.  If I can drag my ass out of bed really early, I'll start knocking it all out in the morning.  Walk/lift or walk/elliptical.

For in general, whenever you can get it done, just do it.  The habit of exercise is more important than timing.
