They're going to drop some sand in orbit and claim it gives them sovereignty over space.

It can be used to de-orbit the station when it's no longer useful.  In a nod to  Surul's post, they might use it as a cislunar transtage to toss the whole magilla around the moon and back as a stunt. That would be the most interesting thing.
