First, that's farked up on lots of levels, so let me get that out of the way.  Second, wtf happened between the cop telling you it's too late and the cop holding your penis?  There'd be multiple officers wrestling me to the ground and me being charged with assault before I'd willingly let anyone grab my penis to be cathed for a drug test, without probable cause, let alone a farking angry abusive cop and a prison nurse.  No thank you sir.

You have a system in place to track parking tickets so a car can be booted, but you have no way to track how often a court order is given to catheter someone?

Our priorities about what a police force can do are way out of wack.

Is the inability to track such things so there won't be any evidence on how many negative forced urine tests are returned? Cause even one would be too many

In Pierre, those means have repeatedly included forcibly catheterizing people who refuse or are unable to provide a sample. Officers subjected a 3-year-old boy to a similar procedure in February as part of a child welfare investigation

Refuse a breath test in about half the counties in Georgia, they WILL get a warrant (per policy) for a forced blood draw. Not so sure about a forced cath, though.

I'm not absolutely certain.  What typically happened was, I would be sitting in my office having a nap when the phone would ring and a nurse would ask me to come help restrain a patient. I was the last to know what was happening and I didn't ask too many questions.  Sometimes the individual was acting violent towards the staff or him/herself and needed restraints. Once a person was restrained, the straps weren't coming off just so the person could relieve themselves.

The methods they used on the adult were ridiculous but at least I could see where they were coming from and they had a court order, at least. Particularly stupid once the guy agreed to give a sample freely and the cop said it was "too late", which to me suggests they were more interested in punishing him for his initial refusal than collecting evidence. Stupid, abusive, wrong, but at least I get where they're coming from.

The kid, though? I just can't wrap my head around what possible motivation they could have for doing that to a three year old.
