Human nature says most people in the cities on that list start wearing it as a badge of pride. They will start to feel cool like they are a counter culture and part of the resistance.

In a business environment, being on a list of underperforming units would be devastating. But the mechanics of society outside of single power structures works very differently.

This will backfire quickly. The spectacularness of the blowback will be proportional to how much the feds push.

Those #MAGA roadblocks and ID checks will be glorious.  The stiggin' it will be a powerful hammering of all those liberal cities that voted for Hillary.

It will really suck when all those sports loving conservatives can't drive into the city anymore thanks to all that law enforcement hassle. Good thing they all have jobs out in the country right?

What a mess that will be.

This. Ignoring the obvious ethical problems with US immigration policy, especially under the Trump administration, it simply isn't the job of local authorities to enforce immigration law and they're right to oppose attempts to force them to do so especially if the Feds don't intend to pay.

Yep, it's an unfunded mandate. If they want local cooperation, offer monetary compensation. That'll clear up at least the undeclared sanctuary cities.

If the Feds ask SF or NYC to hold someone that the locals have already arrested, but the locals don't...

That's what much of the fuss is about.

Example:

An Illegal is arrested for DUI in SF.
Gets booked.
Triggers federal database.
Feds ask locals to hold Illegal.

SF releases him since he (like anyone else) would be granted bond or released on his own recognizance for a first DUI*

/non-sanctuary cities won't release Illegals because they're an obvious flight risk.

This is more of a way to cut federal dollars to states and cities with democratic leanings.  If they really wanted to focus on 'sanctuary locales' which they don't they could look to many R leaning rural agricultural based counties in many states with highly disproportionate numbers of undocumented at least seasonal and are in effect sanctuaries.  Not saying they should, just illustrating the hypocrisy.
