...even if they did so, why would the IOC let them? Seriously, never mind the fact that Russia continues to deny that any form of state-sponsored doping occurred, never mind the rhetoric they've spewed during the investigation and findings, the simple fact is that Russia needs to face severe consequences for their actions.

I mean, I get it - the IOC's basically got a drive-thru bribery window these days - but, c'mon, there has to be more to it than this...
