I kept hoping Detroit's Devil's Night arson tradition would catch on in Lansing, and these two pigs would end up as barbeque. I thought we had seen the last of Spence Abraham after he lost the election, but then Shrub gives him a cabinet position alongside the other electoral loser, John Ashcroft. I'm just glad the gubernatorial election wasn't until after the cabinet was selected, or Engler's fat ass might have found it's way into a chair, like Health and Human Services.

After r-ing the fa, I gather that:

First, two states dispute over whether an electrical power cable should be used because one state's portion of the cable does not meet that state's safety and environmental standards. Evidently the company installing the cable could have done so correctly and legally, but failed or chose not to for some reason. Now they are faced with rules protecting Long Island Sound from being dug up.

Second, and after the Aug. 14 blackout, the federal government in the person of the Energy Secretary rules the cable can be used on an emergency basis. No one wants a repeat of the blackout, so the safety/environmental standards are overruled.

Third, and after months of available information, the US Energy Secretary decides, "The data and information [...] do not demonstrate the existence of a present emergency that, in my judgment, warrants continuance of the order directing operation of the Cable", according to the article, and cancels the order, restoring the status quo ante.

Somehow this rather prosaic series of understandable events becomes "Asshattery", and the Energy Secretary involved is overstepping his bounds by changing his mind and not using his legal power to force Connecticut to allow an unsafe power line to operate.
