The SEC investigated whether the Port Authority misled investors by defining the Pulaski Skyway and three other New Jersey roads as "access road to the Lincoln Tunnel."
The bi-state agency is legally bound to only repair roads associated with its own facilities. But the Pulaski Skyway and the other roads are miles from the tunnel and do not connect directly to it.


All roads lead to the Lincoln Tunnel.

If I'm ever the POTUS I promise an executive order banning all settlements to include an admission of wrongdoing, and if anyone needs a waver it has to be approved at the highest levels.

Came to ask the same question and make a guess... The Public pays the fine and it goes into some judicial funding account...
