The SEC investigated whether the Port Authority misled investors by defining the Pulaski Skyway and three other New Jersey roads as "access road to the Lincoln Tunnel."
The bi-state agency is legally bound to only repair roads associated with its own facilities. But the Pulaski Skyway and the other roads are miles from the tunnel and do not connect directly to it.


All roads lead to the Lincoln Tunnel.
