I love how the last part of the article reveals that the reason nothing has been done to patch up a potentially deadly gap in law enforcement effectiveness is because two organizations are bickering about money.

Nothing that can't be solved with a pile of money. Lot's of places in the US have the same problem. Politicians would rather build parks and buildings with big brass plaques that have their names on them, then infrastructure that the general public rarely or never sees, but is needed to ensure their safety and well being.

The problem is that their radios typically work with
repeaters and if you go underground, the repeaters can't
pick up anymore since they're not in the subway, the
repeaters are typically up high on a building or some
hill.

If they'd switch over to simplex, they might have a chance
of making contact point to point down there, and maybe even
with a strung up wire running along through the subway.

Also did you even read this article? That is exactly why the police didn't try to obtain him right off the bat. After successfully locating the man, officers trailed him. They did not want to make an immediate arrest because he was in a busy area and, if a genuine suicide bomber, could have set off the device. So no cold fusion he did not win, not by a long shot.
