The department's commissioner, Jim Henry, told reporters that officials would look to "renegotiate long-standing policies" that prohibit the locking of dormitory doors in the state's three juvenile detention facilities. The teenagers have access at all times to the common area, which is how they escaped the building in both instances.

Well there's your problem right there.
It's a jail....but we leave all the doors unlocked. What could possibly go wrong?

How could inmates commit violence or sexually abuse each other if they can't get into each other's cells? Oh right, the doors are left unlocked 24/7.

Right. The point is there's no controlled access to the dorm. 2 guards watching each other are a lot less likely to get up to something nefarious than 1 that goes anywhere he wants with no supervision.

I don't disagree with you. But note that tfa doesn't say that it was the *inmates* committing violence and sexual assault.

In fact it doesn't specify anyone... but filling in that blank might explain why the kids are rioting and running away.

Once juvenile offenders cause a certain amount of trouble, it should be off to big-boy jail, or at least the juvie equivalent of one. There are videos of them doing backflips off tables, slapping and screwing with the staff and fighting nonstop.

A bunch of underpaid DCS workers are not going to be able to contain America's best and brightest future criminals.
