Chairman of the BBC Trust is not "network controller". The Director General runs the BBC, CEO basically, and that is currently Tony Hall. This post is Chair of the trust that oversees the BBC, the non-exec board.

It's a challenging job at the moment since the BBC Charter is up for renewal and the current Conservative party hate the BBC, accusing it of being anti Tory and pro Labour, and would love to slash the licence fee and impose huge cuts on the BBC. Other countries in Europe like Ireland and Germany have just replaced their TV licences with mandatory fees for every household, and every business, whether you have a TV or not, to fund their national broadcasters. The Conservatives are unlikely to agree to this but the licence fee can be legally avoided by watching TV online with catch up services including the BBCs own iPlayer. As long as you watch later and not live you don't need a licence. That's why Ireland and Germany changed the rules.

The BBC, like the NHS, is one of those things that is great because everyone pays for it. Half a dozen channels and a dozen radio stations with no adverts at all. More people choose to watch the BBC than any other channels.
Imagine PBS/NPR with a big enough budget to compete with CBS/NBC/Fox and beat them. The Conservatives hate the BBC like Republicans hate Obamacare. Difference is the BBC is so popular they can't openly call for it to be scrapped.

Very unlikely. But with the way the Conservatives hate the BBC who knows. There are a few PSB that have licence fee funding and adverts, but it would be a shame to do away with one of the best bits about watching a show on the BBC.
