He's sorry he got caught. The abuse was happening before the video and continued afterwards. When SPCA went to his house they found the dog in a cage in a puddle of urine. The guy needs to be arrested and have his nards shaved off.

I would've been against it till yesterday. I was taking out my garbage(we have alleys) and this guy's uncontrollable, leashed, huge pitbull almost ripped my arm off. The dog was pulling the shiat out of the guy trying to get me.

This is actually a PR move. A big chunk of money absolves all acts in our culture. It means the person will never do anything else wrong, either - and indeed, never has.
