The guy in the truck was turning left, meaning oncoming traffic had right-of-way.  The guy on the bike wasn't out of control, he just couldn't stop in time, and unless he was pedaling over the road's speed limit to begin with, that's not his fault.

So if someone turns left right in front of you on a 2-lane road and you're oncoming traffic going 45mph, if you can't slam on your brakes in time to avoid their violation that's your fault? That isn't how driving works.

people on bikes are automatically at fault for everything that happens to them, here.

Across oncoming traffic, without yielding. Old guy with the truck is 100% at fault in this one. He'll be very lucky if losing his licence is the only thing that happens to him- if I was the prosecutor in that town, I would charge him.

...there are plenty of cases where someone walked away from the accident that would eventually kill them.  Just 'cuz you're "tough" doesn't mean you haven't been seriously injured.
