I think it depends.  It's one thing to complain.  Complaining can be a bonding experience between people.  It's another thing entirely to WHINE.  No one like's a whiner.

The Army put something in the UCMJ about that a while ago. At least that's what my NCO kept insisting and I wasn't allowed to object because HE was an E7 and I was just an E2, which means I'm wrong, period.

Negative emotions in a workplace can be beneficial if expressed constructively and in the right context

Let's pretend I'm in a meeting about time management with my manager, supervisor and the CEO and I go on a tirade calling them farking numbskulls, brainless newts and countless other derogatory expletives about wasting time in meetings.  Was that in the right context or should I have done that?

For a study has found that if staff are too chirpy it can lead to complacency and superficiality - rather than improved productivity and wellbeing.  Conversely, negative emotions can benefit a workplace if they are expressed constructively and in the right context.

I doubt pissing and moaning is "Expressing constructively".  I also out that a positive attitude automatically means someone is "too chirpy".

Would someone please tell that to HR then?  Time and time again I'm marched down to their offices and they scold me and threaten written action and other bullshiat.  I keep telling them "look you're the ones that wanted an open concept office, reap what you soy and all that".  God damnit this never used to happen when I had cubicle walls, I could watch loud porn and pee in the garbage can all I wanted, it was heaven.
