100m in 60 seconds is equivalent to 3.7 mph.  Anyone who can even sort of power walk can do that.  A jog starts at about 4-4.5 mph.  Granted, most people aren't 99 years old, either.

4 MPH is not a particularly fast walk, and that equals 100m in about 55.9 seconds.

"her time is believed to be unequalled by anyone in her age bracket over the distance."

That's journalist-speak for "I have no clue whether that time is good or not, and I can't determine that with reasoning because there are no math classes for journalism majors."

In something called "Masters athletics", the record in the 100m in the women's 95+ age bracket is 35.48 seconds. Literally in the top result googling "100m age group records".
