English is not my first language, is "baggy" really a neologism for a small bag? And if so isn't "small baggy" redundant?

They meant to write 'baggie', a small plastic bag, e.g. sandwich bag. Article was probably written by a high school intern.

Eh, I did this once. Minus the kid of course. Woke up out of gas still sitting at the intersection. Pushed the car onto the shoulder and walked to to the nearest gas station. Unfortunately I was about ten miles out of town. Many hours later I get back to the car only to find the battery was dead as well. Ahh, that sucked.

Pulled over a few times, a few not my fault accidents I would've avoided if sober, but never breathalyed tested or charged. The trick is when the cop asks you if you've been drinking SAY NO. Also get really lucky.

And don't suck like this guy.

I think the last line of the article is pretty telling:

The child was released to another adult.

Nobody in particular, just another adult.  When you're that bad a father, your child is randomly assigned to one of the 200 million other adults in this country.  Probably just some random hobo passing by the police station:  "HEY YOU!  YES, YOU!!"  "SORRY MAN I'M JUST SLEEPING ON THIS GRATE, OKAY?  I HAVE PTSD AND---"  "NEVERMIND THAT, TAKE THIS GUY'S KID."
