So, a volunteer group to help with finding missing people, and a Neighborhood Watch kind of thing.  With training and background checks.

TFA: The idea is that the volunteer group could help in finding missing children or elderly or in the recovery of drowning victims. McNamara said multiple people called to offer their assistance and the use of their own horses, all-terrain vehicles and boats as part of the posse.


McNamara said the members would not be enforcing laws or making arrests, but assisting law enforcement. He said he will have a better idea of what all those duties will entail as the sheriff's office continues to firm up specifics.

Waco is just south of that town that blew up, the city of West. While a posse is fun for parades, especially with horses, or with boats for river parades at the lake (which is practically downtown), this is must be more like a civil defense/rescue outfit. Volunteers are a mixed blessing.

Unless, of course, those bastard Baptist Baylor boys are on another crime spree terrifying residents like the Branch Davidians on crack.

Where I live in Washington State we have a two county posse composed of volunteers to aid in search and rescue. They can and have been used in criminal pursuit though if someone takes to the hills. They won't make an arrest but they will track and radio in the suspects whereabouts. (Note they are authorized to defend themselves)

Can you imagine the scene if the West explosion emergency had been muddled with a bunch of lightly trained volunteers? Something tells me these volunteers will have to sign away all their rights to the local government to be a part of this mess because volunteers will die if you send them out into hazardous situations.

In Florida, the FHP and various county sheriff's offices have volunteer auxiliaries. I don't know if this applies to all of them, but for the FHP auxiliary, candidates have to complete law enforcement certification training. The state pays tuition, but the candidates pay for their own uniforms and equipment.

/Also; this worked in Montana - because of the requirement that three or more people in a public place had to witness the crime. No lynch mob. They just dragged them down to the station and charged them, or gave them the option of leaving the state.

I used to live in N. CA near San Francisco and our Sheriff was big on volunteer groups, as long as you went thru the same background check as a Deputy would, but no permit to carry gun.  Had a hard time finding people to take a 3 hour long voice stress test (what they used to call a Lie-Detector test), FBI background check, fingerprinting and credit check.  To volunteer your own time and equipment to the county.

The surprise is that he manages to have a RACES team, a SAR team and a Mounted Posse.  Lots of little wackers out there.

This is the second time today a subby gets an f on my book today. It looks like a win-win. Interested members of the county have an outlet for their need to help, and the police have a valuable resource in emergencies that they don't have to pay for.
