I'm going to go out on a limb and guess that elections are coming fairly soon. This would be Clegg and the Lib Dem's peace offering to young voters for royally buggering the pick-your-poison choice the Conservatives gave them as a bribe to form a coalition.

For those of you unfamiliar with that strange thing the British play (parliamentary democracy), the Conservative party won a plurality of seats in Parliament in the 2010 election but needed to form a coalition with the Lib Dems to get a majority. In return for their nominal fealty, the Conservatives granted the Lib Dems one favor which could be redeemed in support of one of the Lib Dems' campaign promises. Chief among these were electoral reform and freezing school fees (tuition and the like). They decided they preferred pushing electoral reform, had a referendum to switch to alternative vote scheduled for the following spring, and promptly got lambasted when school fees were hiked (iirc, of course). And the Conservatives did their level best to torpedo the referendum, as expected.

Ah, London in the spring of 2011. Such a magical place. Protests and hooliganism. Political infighting and backstabbing. All topped off with the referendum vote and the royal wedding. As you can tell, I thoroughly enjoyed my semester abroad there.

/Couldn't stay through the royal wedding, sadly.

For a certain definition of PR, yes. The Lib Dems settled on offering alternative vote for largely political reasons. The Conservatives made sure to savage it early and often.

When was he NOT Cameron's flunky?

Private Eye magazine has it best. They have a school newsletter from the fictional "New Coalition Academy (formerly Brown's Comprehensive)", where Cameron and Clegg are portrayed as headmaster and deputy headmaster (for our American chums: principal and vice-principal). Both leaders are meant to write a column in each issue, but Clegg's contributions are frequently "held over due to lack of space".

It does suggest serious electoral reform is the US is never going to happen either - I mean the Alternative Vote they proposed was a pretty low bar for improving the voting system to reduce occurrences of strategic voting patterns, and wouldn't have changed anything fundamentally about the structure of parliament or the relationships between MPs and their constituencies, but even that minor improvement failed. The incentives the main two parties have in a (more or less) two party system, and the resources they can bring to bear on resisting change, just make any fundamental change so unlikely.

The Lib Dems made a huge mistake in joining the Conservatives in an official Coalition government.  They would have been much better off working with the Conservatives on a case-by-case basis.

Here in Canada, the Conservatives had a minority government for years, and they had to work with the opposition parties to cobble together a majority vote with every budget.  All parties had negotiating power, and it worked well for a few years.

The Lib Dems sold out their souls for some minor power and a failed referendum, and they are going to get nuked for it at the next general election.
