I knew a guy who worked for the Justice Department, whose whole job was getting wanted people returned from other countries.  Said it was a breeze most of the time.  In most cases, countries, even shiatty ones, honor their treaties and will extradite with no problem, because they never know when they will need the favor returned.  Also, it was amazing what a couple envelopes containing cash could do in countries that did not honor their treaties, or had not signed one.  Failing that, there was always going in and kidnapping the person, then bringing them back to the states, which is what they did in a lot of lawless regions.
