New York's DOT would've come in, re-done just the shoulders on behalf of bicyclists (even though the road is out in the sticks and gets more tractor traffic than bike traffic), left the rest to decay for another decade because they had to go resurface another road nearby that had nothing wrong with it, put up two miles of traffic cones reducing traffic to a crawl then disappeared for six weeks during the height of construction season, then done a half-assed resurfacing of the first road that would come in 50% over budget and need patching by the next spring, then torn up the remaining smooth parts to lay sewer pipe and put in a new road for the developer who bought himself friends on the town council.

The developer would then build half of three McMansions before his project fizzled due to lack of buyer interest in $600,000 impossible-to-heat Chinese-drywall shiatbox mold magnets, but the DOT put up a traffic signal at the intersection anyway, after the project was abandoned and the new road blocked off.

Wat? Just Google "parking lot lawsuit". You'll find plenty of law firms eager to help you sue, baby, sue.
